So I moved the scene from near the end of the book forward and placed it at the end of Book 5.

At the end of Book 6, the chapter about Dumbledore and Grindelwald turning into birds is still called the final chapter, which means that this ill-fated couple has finally ushered in their final chapter. At the beginning of Book VII, the whole world is plunged into darkness. Because of the loss of Dumbledore, Voldemort has completely let himself go and become extremely rampant. He is fighting on two fronts: on the one hand, he creates a global plague in the Muggle world, and on the other hand, he leads the Death Eaters to attack the Ministry of Magic around the world.

In other words, the scene at the beginning of Book 6 should have been the scene at the beginning of Book 7, and Cornelius Fudge would no longer be needed as a puppet. However, there were still opponents. At this point, Tierra directly took a righteous stance, reprimanded these opponents, and then assimilated them.
Then, while things were peaceful on Tierra, on Earth, Muggles were waging war due to a plague, which led to famine. Meanwhile, Death Eaters were slaughtering Muggles and committing acts of utter disregard for human life. However, because they were preoccupied with the plague, war, and famine, as well as the existence of the Oblivion Curse, the vast majority of Muggles did not pay attention to the wizarding community and regarded it as mere hearsay.
However, in the end, Voldemort was outmaneuvered by Tyella. His death divinity was transformed into Tyella's own authority. After Voldemort himself perished and disappeared, the plague caused by his curse gradually dissipated.
