“This is the Village Auror Bureau,” Tiera said, pointing to the building next to her. “The Village Auror Bureau is only responsible for arrests, not for imprisonment. If there are prisoners, they will be directly transported to the Auror Headquarters at the Magic Union headquarters in London via the Flying Furnace Network. To be honest, the social structure of wizarding societies is very primitive.

It could even be said that wizarding society has no social structure at all; they are merely a vassal society under Muggle society.

Until the Muggle witch hunts, wizarding societies existed in a tribal state.
