At this time, if someone were to sell discarded old electrical wires from state-owned factories to Renqiao, they could at least earn much more than they would from selling scrap copper, even if they couldn't sell them at the price of new electrical wires.
As for whether using such old electrical wires poses any safety hazards, firstly, users would take some safety measures, such as using relatively intact parts in places where people might come into contact with them, and hiding damaged parts in concealed places, thus eliminating concerns about leakage. Secondly, in those days, the safety awareness of township enterprises was much weaker than that of state-owned enterprises, and people really didn't care about such risks.
