This amount is a control target; the fertilizer company promised that the final expenditure would not exceed this figure, and any savings would be split 50/50 among the plants according to their respective investment ratios.

The residual value of the scrap equipment only accounted for a small percentage of the budget, and no one thought that these hundreds of tons of scrap steel would be worth much.
