This is a poem by Wen Tianxiang, a minister of the Southern Song Dynasty. Huangpuzhou and Pipazhou are two small islands on the Pearl River waterway, only ten miles away from Guangzhou city. Chinese and foreign merchant ships had already docked there during the Song Dynasty.
