The news that the Doge had returned with his troops spread quickly, and people in Venice flocked out of the city to seek the Doge's protection.

A general spoke up and said that others also knew where the Qi State in the east was, but they, the Venetians, knew that their merchant ships had already arrived in the distant Qi State and brought back exquisite silk and porcelain.

"If it's not Qi, then who else? Is it you? Me? Or the Genoese? Or the Arabs?"

A general spoke up and said that everything was Bernard's speculation without any evidence.

"Qi has already conquered nearly half of the Arab territory. Now they are building a canal in the Red Sea. What do they want to do? Isn't it just to invade us?"

"But Qi State didn't dare to fight. He knew that the Lord's believers were invincible, so he used this despicable method. They joined forces with Satan and swept the continent with plague, trying to make us despair and betray the Lord and weaken the Lord's authority!"

Bernard said righteously.

All of this was his speculation, but Bernard had confirmed this speculation. Someone had to take the blame, someone had to admit the bad things, and a scapegoat had to be found for all the responsibilities.

And the best scapegoat was Qi. He needed Qi to become an enemy, an object of everyone's hatred, so that all the impacts caused by the Black Death could be diverted.
