Then, the Raven King completely disrupted the original organization of the 19th Legion, mixed the Terran veterans with the new recruits, promoted a group of veterans who were relatively submissive to him, and remained tolerant of the original command level, not launching a purge immediately: by using both kindness and force, he was able to gain initial control of his Raven Guard.
