There's an old saying in Terra that goes something like this.
War is a continuation of politics.
It is not an independent thing, but is included in and dependent on the category of politics. War is nothing more than the continuation of politics through unconventional means of violence, but it is not pure violence: even a total war that is completely out of control will have a clear and rational internal purpose.
