But in fact, if you really open the Great Edict and read it carefully, you will find a lot of helplessness on Zhu Yuanzhang's part.
For example, in the 18th Article of the sequel, Zhu Yuanzhang stipulated in "The People Take Down Rural Officials": I have prohibited officials and runners from going to the countryside to disturb the people in the twelve provincial governments and prefectures, states, and counties. If the village elders find any petty officials who oppress the people and impose arbitrary taxes, they can tie them up and send them to the capital to be punished.
But Zhu Yuanzhang soon discovered the drawback of this article. After the grassroots officials lost their law enforcement power, the people under their jurisdiction immediately began to refuse to perform labor. For the people, they could not distinguish between normal labor and apportionment. According to the law, the people arrested all the officials who went to the countryside.
Zhu Yuanzhang himself even lamented: "When officials' greed is prohibited to improve people's livelihood, stubborn people take advantage of the prohibition to insult officials; when the prohibition is used to honor officials, officials' greed is aroused, and no one knows where benevolence and righteousness lie. Alas! This is how difficult it is to govern."
Officials are not allowed to go to the countryside to disturb the people because of greed, but the stubborn people take advantage of the ban to insult and neglect the officials. The ban on the people neglecting and insulting officials makes officials noble, but when officials have power, greed will arise again. Officials and people don't know what benevolence and righteousness are.
In October of the eighteenth year of Hongwu, when the Great Edict was compiled for the third time, Zhu Yuanzhang himself admitted the shortcomings of the Great Edict. He said at the beginning: I am of little talent and virtue, and I have exhausted all the ways of control.
The national law of the Ming Dynasty is the Ming Law. This is the consensus of Zhu Yijun and his ministers. Zhu Yijun has never dealt with officials without following the procedures and bypassing the Ministry of Justice and the Censorate. He respects the laws of the Ming Dynasty and insists on governing the country by law rather than by virtue.
