Chapter 1490 New Member States

Chapter 1490 New Member States
The total automobile production in Europe cannot be compared with that in East Africa and the United States. One of the main reasons is the lack of oil. Precisely because of this, Europe has a so-called "wood gas" car developed by various countries. This "wood gas" car uses wood as fuel, which is heated under oxygen-deficient conditions and decomposes to produce combustible gases such as carbon monoxide, hydrogen and a small amount of methane.

There is no doubt that Germany is the most advanced country in this technology. After all, Germany suffered a lot from the blockade during World War I. Therefore, ensuring energy security and independence has always been one of Germany's main directions of attack.

The Soviet Union did not lack oil, but its automobile industry started too late and its oil extraction capacity needed to be improved.

In the Soviet Union's first five-year plan, oil industry projects occupied an important position. The Soviet government's goal was to double oil production from more than 10 million tons to more than 20 million tons.

On the one hand, this is conducive to providing stable energy guarantees for the subsequent Soviet industrialization. On the other hand, Soviet oil exports are now the most important way to earn foreign exchange, accounting for nearly 20% of the Soviet Union's foreign exchange sources.

In 1929, the Soviet Union's oil production was about million tons, of which exports amounted to about million tons, most of which were exported to the European market.

In the Soviet Union's First Five-Year Plan, funds for oil industry construction accounted for 8% of the country's total industrial investment, and plans were made to establish an oil industry consortium that would be directly under the management of the State Economic Committee. This shows the importance the Soviet government attached to the oil industry.

There are currently two most important oil producing areas in the Soviet Union. One is the traditional oil producing area, the Baku oil field, and the other is the emerging oil producing area, the Groznyz oil field. The latter's output has increased to about 20% of the country's total output.

In addition, the Soviet Union was also exploring new oil producing areas, such as the future Second Baku oil field, whose prototype has now been discovered.

The resource endowment of the United States and the Soviet Union is something that even East Africa, the world's largest oil producer, would envy. The oil production areas of the two countries are basically distributed within their own borders, while East Africa's production is relatively dependent on colonies and overseas investments. In peacetime, East Africa naturally has no shortage of oil sources, but once it falls into war, East Africa's overseas oil supply may face challenges.

……

1930 3 Month 4 Day.

Caracas, Venezuela.

Since the 20th century, the massive influx of capital from East Africa has enabled Venezuela, a relatively backward South American country, to enter a stage of rapid development.

In 1929, the population of its capital Caracas exceeded , and the national population exceeded million. Compared with the same period in history, Venezuela's total population was nearly more than in the previous life.

Most of these extra populations are the result of the guidance of the East African government. From the late 19th century to the early 20th century, the East African government sent a large number of immigrants to Venezuela. Moreover, with East Africa's investment in Venezuela's education in the 20th century, the German-speaking population in Venezuela even exceeded 1930 in , and is still in a growth stage.

This change attracted the attention of the German-speaking Organization. Therefore, with the joint efforts of the East African government and the German government, it was decided to attract Venezuela to become a member of the German-speaking Organization.

The Presidential Palace in Caracas.

Two representatives of the German-speaking Organization, Harry and Wang Qin, visited President Eleazar. The former, Harry, is German, while the latter, Wang Qin, is obviously East African. In the German-speaking Organization, Germany and East Africa are two centers respectively, but this time the two countries sent personnel to Venezuela together, which obviously shows the importance both sides attach to this place.

German representative Harry: "President Eleazar, after our inspection of Venezuela, the development of German in Venezuela now meets the standards for joining the German-speaking countries organization. Therefore, we sincerely invite Venezuela to become a formal member of the German-speaking countries organization."

President Eleazar did not dare to neglect the two. He smiled and said eagerly: "This is an honor for us Venezuela. East Africa and Germany are both the most powerful countries in the world. We Venezuela have always valued the friendship with the two countries. Now we can join the German-speaking countries organization and become a formal member state. This is the best thing."

President Eleazar naturally put East Africa ahead of Germany. It is obvious that he can distinguish between the big and small kings.

It can be said that all aspects of Venezuela are strictly controlled by East Africa, including President Eleazar himself, who was supported by East Africa to come to power.

Therefore, Wang Qin was very satisfied with President Eleazar's attitude. He kindly said to the Venezuelan president: "East Africa and Venezuela are best friends. Venezuela's joining the Organization of German-speaking Countries is also a good opportunity for Venezuela."

"As you said before, President Eleazar, whether it is East Africa or Germany, we are the most powerful countries in the world. In addition, the development of other members of the German-speaking countries is also at an upper-middle level in the world, such as the Austro-Hungarian Empire, Luxembourg, Belgium, the Kingdom of South Germany, etc."

"Therefore, joining this organization is absolutely 'promising' for Venezuela, especially in the context of the current global economic crisis. Strengthening the promotion of German in Venezuela will be more conducive to stabilizing Venezuela's political situation and finding more economic opportunities."

President Eleaza said: "This is natural. The Venezuelan government has always hoped to strengthen contacts, trade and exchanges with German-speaking countries. The promotion of German is also one of the important tasks of our government. To be honest, even my grandson now has German courses as a compulsory subject."

As a Spanish-speaking country, Venezuela certainly does not like to learn foreign languages. However, the last Venezuelan President Gomez, who strongly opposed it, has met God. In addition, the population structure of Venezuela is changing now, so even if Eleazar does not like it in his heart, he cannot oppose it.

President Gomez was President Eleaza's former superior. Unfortunately, he was overthrown by the political and military movement in East Africa because of his greed.

President Gomez himself is actually a dictator. During his term, he made huge amounts of money in Venezuela and appointed people based on personal connections. Therefore, his rule is inherently unpopular. Of course, this situation is common in Latin America.

The mistake was that President Gomez was used to dictatorship, so he was a little ungrateful. When East African capital was pouring into Venezuela, he actually cooperated with the Americans, which violated East African taboos.

As early as the 1920s, East Africa built a military base in Venezuela and stationed troops. It also cultivated a large number of pro-East African forces in Venezuela and won over the local people. Therefore, East Africa's political influence in Venezuela has reached a terrifying level.

Therefore, when President Gomez came into contact with the Americans, East Africa made a little effort to make the former Venezuelan dictator see God and support Eleazar as the new president. It is not Gomez's fault that he did not know how to appreciate the favor, but the benefits moved people. With the development of Venezuelan oil by East Africa, the amazing benefits were taken away by East Africa. In 1929, Venezuela's oil production reached more than million barrels. As long as the Americans offered a higher chip, some people would naturally want to try.

However, Gomez underestimated the East African government's many years of layout in Venezuela. Not to mention the garrison, the immigrant forces supported by East Africa alone are enough to defeat Venezuela's backward army, not to mention that the Venezuelan army itself has been infiltrated by East Africa like a sieve.

East Africa’s attitude towards Venezuela is that it can only go down the same path with East Africa. As for being ambiguous with other countries, don’t even think about it, let alone cooperate.

Of course, with the tacit consent of East African governments, Venezuela can cooperate with pro-East African countries, such as Germany, Austria-Hungary, etc.

Although Germany has been very dissatisfied with East Africa in recent years, the German government has been tactful and has not expressed its dissatisfaction, because Germany knows very well that only by cooperating with East Africa can it gain more benefits. Otherwise, it will not be of any benefit to Germany.

East Africa also needs allies to expand its international status and influence, especially when facing competition from the Anglo-Saxon group of countries such as the United States and the United Kingdom.

In summary, the relationship between Germany and East Africa today is very similar to the relationship between the Far Eastern Empire and Russia in the past. Both sides look down on each other, but for the sake of the overall situation, they have to cooperate.

East Africa also occupies a dominant position in the cooperation between East Africa and Germany, especially in terms of overseas raw material production areas and markets. East Africa's sphere of influence is obviously far beyond the reach of Germany.

For example, Venezuelan oil now occupies an important position in Germany's oil imports, and Venezuela is its sphere of influence in East Africa.

Germany certainly wants to win over Venezuela, but due to insufficient naval power and the fact that the two countries are too far apart, it is impossible for Germany to get Venezuela to stand in the German camp.

Therefore, Venezuela as a sphere of influence in East Africa is actually a good thing for Germany. After all, if East Africa does not control this place, it can only be controlled by the United States and Britain, and the United States and Britain are obviously not as friendly to Germany as East Africa.

This is just like in the 19th century, when East Africa opened up its economic sphere of influence in the Far East. German countries could also get a share of these economic spheres of influence. Of course, in the earlier stage, because of East Africa’s weak national strength, East Africa also needed the protection and support of Germany and the Austro-Hungarian Empire, otherwise it could not compete with forces such as Britain and France.

After the 20th century, with the growing strength of East Africa, the situation was reversed. East Africa became a protective umbrella for Germany's overseas interests, because only East Africa had the advantage of maritime power and could compete with naval powers such as Britain and the United States around the world.

Therefore, when some German or Austro-Hungarian companies encountered difficulties from other countries overseas, it was far more effective to seek protection from the East African government than from their own government.

Just like in Venezuela, there are also many German companies investing. If Venezuela was not the East African sphere of influence but the United States' sphere of influence, it would be basically impossible for them to maintain their interests in Venezuela.

It is in this context that Germany sent Harry and East African representatives to invite Venezuela to join the German-speaking Organization. Germany has a great demand for Venezuela's oil. Therefore, it is in Germany's interest to maintain and strengthen relations with Venezuela.

Harry said: "Joining the German-speaking countries will help us and other German-speaking countries in East Africa to increase investment in Venezuela, such as the development of the Orinoco oil field. This will further boost the development of Venezuela's economy, bring more financial benefits to the Venezuelan government, strengthen local economic construction, etc. At the same time, we will also import more agricultural products from Venezuela, etc."

The Orinoco oil field, also known as the Orinoco heavy oil belt in its previous life, is the area with the richest oil resources in Venezuela.

East Africa's layout of Venezuela's oil industry is in the Malay Lake Kaibo region, and the gap between these two oil distribution areas is very significant.

Although the oil reserves in the Lake Maracaibo Basin oil producing area are small, they are mainly light and medium-quality oil, and the cost of extraction and refining is low.

The Orinoco Heavy Oil Belt, as the name suggests, is dominated by heavy oil with poor quality. The cost of extraction and refining is very high. Even after extraction, it has to be diluted before use, which is not cost-effective with current technology.

However, Germany has no extra choice. For the sake of oil, Germany can even vigorously promote coal-to-oil technology, not to mention the development of heavy oil in the Orinoco heavy oil belt. Compared with the scarcity of its own energy, it is a good thing for Germany to pay more costs to exploit the oil fields in the Orinoco heavy oil belt and thus obtain a more stable source of oil.

Although the exploitation of Venezuelan oil cannot solve the problem of Germany's oil source under the blockade during the war, war is not the norm after all. In peacetime, the German government is still very interested in overseas oil exploration investment.

Especially as the importance of oil in the industrial field becomes increasingly prominent, German industry also needs a stable source of oil supply in the long run.

Venezuelan oil is almost one of the best options for Germany at present. At least under the protection of East Africa, there is no need to worry about being intercepted by Germany's hostile countries such as Britain and the United States.

President Eleaza does not care about the difficulty and cost of exploitation of the Orinoco oil field. He only knows that as long as Germany increases its investment in Venezuela, Venezuela's economy will inevitably become more prosperous, and he and his family will also be able to gain more benefits.

Therefore, he said to Harry in a very friendly manner: "Germany can increase its investment in Venezuela, which is a model of win-win cooperation, just like our cooperation with East Africa. Next, our government will also provide more convenience and services for German companies' investment in Venezuela."

Harry was very satisfied with President Eleazar's attitude, but he was an official of the German-speaking Organization after all, so his main business was to strengthen the promotion of the German language and the dissemination of German culture in Venezuela.

He said: "Our German-speaking countries will also increase their investment in the German language in Venezuela, including providing more personnel training opportunities, teaching materials and advanced technology, cultural dissemination, etc."

“I believe that as long as Venezuela actively cooperates with the work of the German-speaking countries organization, Venezuela’s economy, industry, technology and other fields will usher in rapid development in the future and become one of the most brilliant countries in South America.”
