The "An-Da Pipeline" is planned to start from the Angarsk Oilfield in the Ostrobothnia in the west, go south into Buryatia, then bypass Lake Baikal, go east through Chita Oblast, and finally reach Daqing. Both parties have invested a total of US$25 billion in the project, and plan to complete the first phase of the project in 2005 and the second phase in 2010. In order to ensure the smooth progress of energy cooperation between China and Russia, the two governments signed the "Agreement on Jointly Carrying out Energy Cooperation between China and Russia", which clearly pointed out that the construction of the China-Russia oil pipeline should be steadily promoted.

In 2001, China National Petroleum Corporation and Yukos Oil Company signed a general agreement on conducting a feasibility study on the "AnDa Pipeline" project. From this point of view, the plan for the "AnDa Pipeline" seemed to be a done deal. However, the Russian top leaders did not want Yukos Oil Company to have the exclusive right to operate the Sino-Russian oil pipeline, and hoped to share the profits from exporting oil through the joint operation of the Russian state-owned oil pipeline transportation company and Yukos. However, Yukos was unwilling to compromise with the Kremlin, so that the "AnDa Pipeline" was still progressing slowly even after the agreement was signed.

While the "AnDa Line" was delayed again and again and the Sino-Russian energy negotiations were deadlocked, Japan's intervention made the future of the "AnDa Line" full of uncertainty. In January 2003, Japanese Prime Minister Junichiro Koizumi visited Russia and proposed the "AnNa Line" plan. According to the plan, the oil pipeline starts from Taishet in East Siberia, passes through the northern part of Lake Baikal, then follows the Baikal-Amur Railway, and finally reaches Russia's Far Eastern port of Nakhodka.

The "Anna Line" was stranded. The "Anna Line" also had twists and turns. The Ministry of Natural Resources of Russia believed that the "Anna Line" was too close to Lake Baikal. Once oil leaked, the lake would face the risk of being polluted. Therefore, the Russian Oil Pipeline Transportation Company had to start modifying the route of the "Anna Line".

While Russia was modifying the route of the "Anna Line", Russia's top leaders had a clear orientation for the construction of the oil pipeline. In the eyes of Russian officials, the construction of the oil pipeline must take into account the developed and undeveloped oil and gas resources in Siberia, promote the economic development of Siberia and the Far East, and protect the ecological environment of Lake Baikal. However, the "Anna Line" is too long, and the geology of the area it passes through is complex. Nearly 1000 kilometers of the line even passes through a fragile earthquake zone. The construction of the project is difficult and the cost is inestimable. After repeated considerations by Russia, both the "An-Da Line" and the "Anna Line" were rejected, and the new oil transportation line "Taina Line" was announced. The "Taina Line" starts from Taishet in Irkutsk Oblast in the west, passes from the north far away from Lake Baikal, and then extends eastward along the Baikal-Amur Railway from Skovorodino along the Sino-Russian border, and finally reaches Nakhodka, the Far Eastern port of Russia.

It is not a good thing for our country that the oil used by three companies instead of one company alone. If we get the ownership of the oil company, we will fully promote the work of the "Anda Line". This is the most beneficial plan for our country. Moreover, we can also act as a middleman in the oil business.
