Faced with the ongoing devastation in Henan, Hunan, and Guangxi, the Nationalist government, through the National Political Council, issued the call to "every inch of our land is bought with blood, and every 100,000 youths will be mobilized for the army." Approximately 120,000 highly educated young people aged 20 to 30 chose to join the army and begin training as the country crumbled.

However, by the following year, the Japanese army had completely given up, so most of the young soldiers did not go to the battlefield. After the war ended, people from all walks of life expressed their dissatisfaction with the Kuomintang's practice of keeping a large number of educated youths in military camps. Due to heavy pressure from all sectors of society, the Nationalist government was unable to fulfill its promise (when the Youth Army was formed, the Nationalist government promised "study and employment after the war"), so the Youth Army began a large-scale demobilization.

At that time, the Youth Army Demobilization Management Office was also established. According to the practice of the Nationalist government, the "titled" official position was usually just a front.
