“He keeps circling around the county government office; he probably wants to cause trouble in public to blackmail Xidong.” Cheng Guang asked, “Should we lock him up first?”

"What law did he break?" Meng Changqing asked.

Cheng Guang scratched his head. "On what charge?"

Meng Changqing thought for a moment and said, "This is something Xidong needs to handle herself. Has she arrived yet?"

"Not yet, but it should be here soon."

Meng Changqing picked up the plate on the table and walked out, saying, "I'm going to go outside and take a look."
