That means that the Arhat Subduing the Dragon has completed the most important cycle of the dragon's elemental interactions.

The Way of Subduing Dragons and the mutual generation and restraint among dragons thus became one of the great principles of heaven and earth.

The Dao Fruit of Subduing Dragons naturally evolved as well—the Great Dao that evolved from the interaction of the dragon element with the dragon element, and the Dao Fruit that was ultimately sublimated, could weaken the interaction between them to the greatest extent, so that it only suppressed the dragon element, while the dragon element could not suppress the Dao Fruit in return.
