Below the seventy-two courtyards are the one hundred and eight prefectures.

The heads of these 108 prefectures are mainly at the Integration Realm, and they are responsible for all matters of the Heavenly Court, from forging weapons and armor, creating mechanisms, casting magic boats, and cultivating heavenly soldiers, to raising spirit beasts and immortal birds, cultivating immortal seedlings and spiritual roots, brewing imperial wine, and cooking imperial food. All of these are the responsibility of these 108 prefectures.

The thirty-six departments, seventy-two courts, and one hundred and eight offices meticulously detailed and assigned all the powers and responsibilities of the Heavenly Court, creating a clear organizational chart.
