States with few counties can be changed directly into counties, or changed into districts like Zhuozhou.

But Shuntian Prefecture was different, it was a prefecture-level government, and if the prefectures were abolished, the counties would be directly managed. A prefecture directly managed 22 counties, which could not be managed well with the current management level.
