Getting all businesses to serve is actually very difficult. Some industries simply haven't found a way to conscript labor, while others have very complicated and costly methods.
For self-employed individuals with large numbers of employees and diverse occupations, the imperial court specifically stipulated that they could pay a tax exempt from corvée labor, just like farmers. This was the simplest way to collect taxes and avoid financial losses.
However, whether other industries are also allowed to pay exemption fees needs to be discussed on a case-by-case basis.
