But the transformation of divisions into brigades had to be implemented as the higher-ups had already made the decision.

Obviously, 6000 people on the battlefield can move much faster, and can deploy and assemble faster.
Whether these division-level units can be moved depends on whether the results of the combined brigade pilot program are sufficient to be discussed at the meeting.
