"War is ruthless. I have exempted the common people in the counties along the ancient roads of the two capitals, Luoyang, Xingyang, Chenliu, Runan, Yingchuan, Nanyang, and the counties of Hebei from taxes for two years. Officials are not allowed to collect any exorbitant taxes."
Li Xuan knew that Luoyang was at the center of the battlefield and that much grief was unavoidable.
The sufferings of the people were expressed in his writing, and he also hoped that Du Fu would use regulated verse with every word tinged with blood to describe the cruelty of the battlefield.
By exempting many taxes, Li Xuan did not worry about financial difficulties.
The people are indeed suffering a lot. War is like a ferocious beast, and they must be given time to recuperate.
In addition, Li Xuan was ready to sharpen his knife and start to slaughter the powerful families in Guanzhong, Henan, Hebei and Hedong.

To make the king as great as Yao and Shun, and to make the customs pure and honest. In Du Fu's mind, a minister should serve the king with loyalty.

"Forgive me for speaking frankly, but it is not very glorious for Your Highness to obtain the throne in this way. The ministers and generals obey Your Highness because Your Highness's civil and military achievements are glorious and will be remembered for ages, and will cause endless troubles. The descendants of those civil and military officials will not necessarily obey Your Highness' descendants."

"Zimei, do you think this is the only way for me to obtain the throne? I can use a hundred ways to make the saint pass away without anyone noticing. But I use the most merciful way, which is to make myself bear the infamy."
Li Xuan expressed this to Du Fu slowly.
It's not that he can't do many dishonorable things, but that he is unwilling to do them.
He was well versed in history, and the Song, Yuan, Ming and Qing dynasties had left him with experience.
"Your Highness, have you become disheartened in the ninth year of Tianbao?"
Du Fu couldn't help but ask this question.
He vaguely remembered the night when the fireworks bloomed, and the saying "I searched for her among the crowd for hundreds of times. When I turned around, there she was, in the dim light."

"Yes, she is the prosperous and peaceful world in my mind. The people are suffering too much, too hard, too powerless; the system is corrupt, the aristocratic families are rampant; the emperor has lost himself; treacherous ministers are in power. At that moment, I decided to save the Tang Dynasty, and save it in my own way. Because I can see the light."

But he did not go against his will and always had to find a reason for his birth into this world and his changes.

Those who dream of a family-run world will sooner or later be spurned by future generations."

"My words and actions are so despicable. Your Highness's heart can accommodate the five lakes and four seas, the heavens and the earth."

"Confucianism is based on loyalty and forgiveness, emphasizing personal responsibility rather than personal power. It is difficult for me to do this. I have been strengthening my power, but I will not forget my responsibility."
"So we need to constantly punish corrupt officials, because they are inexhaustible; we also need to reform the law and constantly adjust the policies and decrees to suit the times. Therefore, reform and Confucianism are not in conflict."
Li Xuan emphasized true values to Du Fu.
Many things, although known to be great, will lose their value when they cannot be followed.
Similar things have been happening all over the Tang Dynasty.
Li Xuan is trying to change.
"Wow... The prince's realm is beyond my reach. I am worried that a villain will gain power in the future, and the world will slander you because of it."

"Shu County is missing a governor. It is a major county in the world and people's livelihood is of vital importance. Zimei should not be afraid of "The Difficult Road to Shu"."
