Therefore, in April 1961, the headquarters moved to Jiaojiatun Brigade of Yaocun Commune on the banks of the Second Main Canal. In January of the following year, the section of the Second Main Canal from the watershed to Pangcun was completed and put into operation.
Starting in October 1961, construction of the other three main canals was fully launched.

The main canal, with a capacity of 27098 people, runs from Yaocun Shuihe to Hejian and was constructed by seven communes: Yaocun, Dongyao, Yuankang, Chengguan, Caisang, Xiaodian, and Taijian.
The Second Main Canal, with a capacity of 7471 people, was constructed from the Pangcun section to Zhangjiajing in Hengshui Commune, and was undertaken by the Heshun and Hengshui communes.
The Third Main Canal, with a capacity of 6090 people, stretches from the watershed to the eastern entrance of Shuguang Cave. It was constructed by the three communes of Rencun, Heshun, and Donggang.
The general headquarters moved to Sangyuan Brigade of Chengguan Commune, on the banks of the main canal, and set up sub-command posts in different areas to direct operations on-site.
