If the dinosaur-men showed even a sliver of clarity, allowing the Naga to perceive their true intentions, the entire race would likely suffer the same fate as those "cloned dinosaur monsters"—dismantled, modified, and utterly reduced to mindless tools of war.
The dinosaur-men were actually quite helpless. Every time they saw the Naga clone those ferocious monsters using their own genes, and watched them being destroyed by humans on Earth, the dinosaur-men felt as if their hearts were being torn apart. Those were their own brethren! Even if they were just products of genetic replication, they still shared the same blood, yet they were reduced to "discarded pawns" by the Naga in testing Earth's strength, ultimately meeting a fate of being utterly destroyed.
But they could do nothing. Under the Naga's surveillance, they could only continue to play the role of "fools who hate humans," while secretly observing everything on Earth—especially the combat capabilities of humans.
When they saw that the Victory Team could quickly eliminate the dinosaur monsters created by the Naga with just a few people and a few fighter jets; when they saw Cui Ming leading his team to formulate tactics in an orderly manner, and even fight alongside powerful beings like the "King of Warriors"; when they saw that humans, instead of panicking when faced with the monster invasion, were able to quickly organize effective defenses and counterattacks, the dinosaur people's minds began to stir.

Meanwhile, at the Naga base, the subordinate responsible for monitoring the dinosaur-men was still reporting to their leader: "Those dinosaur-men are still the same as ever, obsessed with revenge against humans, showing no abnormalities whatsoever."
