Zhou Bao was chased away by the rebel generals Liu Hao and Xue Lang, who were the targets of public criticism. If Qian Liu killed Zhou Bao, wouldn't he be taking the blame for those two and becoming the target of public criticism?
It is neither reasonable nor moral for Qian Liu to kill Zhou Bao.
