All of these steel groups will be large-scale steel consortiums that mainly use the new converter technology and some open-hearth technology, eliminate backward production capacity, and raise steel smelting technology to the world's top level in one fell swoop. These thirteen metal smelting groups will support the demand for ordinary steel and various special steels that are urgently needed by the military industry.

Two new enterprises with an annual production capacity of 50 vehicles of various types will be built in Yanjing, and Qilu Vehicle in Jizhou, Qilu. Strive to achieve a monthly production capacity of more than 1000 tanks/armored vehicles, cooperate with the Liming Tank Research Institute to improve the Dragon I tank and research the new generation of Dragon II tanks.

It is planned to build five pharmaceutical groups, namely Taiyuan Pharmaceutical, Yanjing Pharmaceutical, Qilu Pharmaceutical, Fengjing Pharmaceutical and Northern Pharmaceutical. Each of them can produce penicillin products to promote the popularization of penicillin. Then, Renzhong will introduce some generic drugs from the main world to solve the medical supply of basic diseases.

It is planned to build three major machine tool factories, Hongxing Machine Tool in the border area, Taiyuan Machine Tool in Shanxi Province, and Fengjing Machine Tool in Fengjing. The annual output of machine tools of the three enterprises shall reach more than 100,000 units. By the end of the 15th period, we will strive to achieve a scale of more than 100,000 units for each enterprise, and cooperate with the Liming Machine Tool Research Institute to complete the research of CNC machine tools.

It is planned to build three major oil and chemical joint groups, namely Yanchang Petrochemical in the border area, Shengli Petrochemical in Qilu, and Oriental Petrochemical where oil has not yet been discovered in the Northeast. The production capacity of each company will reach over one million tons.

It is planned to build three major aviation groups, namely Taiyuan Aviation in Jin, Yanjing Aviation in Yanjing and Fengjing Aviation in Fengjing. Among them, Taiyuan Aviation and Fengjing Aviation are mainly engaged in fighter jets, and Yanjing Aviation is mainly engaged in transport aircraft. The C-54 production line that has not yet been fully utilized was moved to Yanjing, and all efforts were made to complete the trial production of the C-54. Based on this model, the DC-6 passenger aircraft was reversed. During the first five-year period, the production of 55-seat passenger aircraft was to be completed. A total of one hundred super-large backbone enterprise groups will be built, covering major industrial sectors of industrialization.

The ninth aspect is to support 10,000 large-scale breeding households and improve people’s lives due to lack of meat through breeding.

The tenth aspect is to support 10,000 supply and marketing cooperatives to facilitate people’s purchase of daily necessities.

There is no doubt that this plan is extremely large and involves all aspects of social life.

It seems like a fairy tale, extremely mysterious.

But after sorting it out, people can see the possibility of realizing it.

If this plan is implemented, the entire North will enter a completely new era and complete its initial transformation. Perhaps after the implementation of three or five five-year plans, it will truly enter the era of industrialization.
