At first, considering the unstable situation, Yoshishige only carried out land surveys in Tango, Wakasa, and Tsuruga. Nowadays, a large number of newly annexed territories, including Tajima, Inaba, Mimasaka, and Harima, still use the previous land survey accounts, and both taxes and military service are far from the actual situation.

Therefore, when the Amago clan and the Ouchi clan were busy fighting and had no time to look east, Yoshishige announced that he would survey the above four countries. Of course, in order to avoid arousing resentment and resistance from the newly annexed people, Yoshishige announced that this survey was only to grasp the basic situation of the land in the territory and would not be used as a standard for paying taxes.

Since these areas had just been annexed, the land survey was relatively difficult, so it took from March of the 1542th year of Tenbun (1543) to May of the following year under the constant urging of Yoshishige to basically complete it. The new tax standards and military service account were not finally implemented in the above-mentioned areas until the end of the th year of Tenbun ().

Yoshishige was well aware that wars cost a lot of money, so during the hard-earned post-war period of peace, he focused his attention on developing the economy.

In addition to the existing "Northern Ship Trade" and "Communication Symbol Trade", Yoshishige strengthened economic ties with Ming merchants, which was called "Ming-Wa Trade". On the basis of the original opening of Aoshima Island near Obama as its base, he further allowed merchants under Wang Zhi to land in Obama Port and set up a "Tangjin Town" in the port, imitating the Asakura clan, to attract Ming merchants to trade and live here, further developing the local economy.

The size of this horse is between Kai horse and Mongolian horse. It is relatively easy to control and can adapt to different battlefield conditions. It runs fast and has strong maneuverability. It can have a strong deterrent and impact on the enemy. It was one of the magic weapons for the victory of the Takeda army in large-scale battles in the future.

In addition to the red-armored troops, Yoshishige also divided and expanded his own horse guards into two reserve troops, which were called "black-armored troops" and "yellow-armored troops" respectively due to the differences in armor, flags, and even weapon colors.
