Compared to the Quicksilver in the main Marvel movie universe, the Quicksilver in this universe is much faster. It is impossible for him to not have time to use his body to block bullets when saving people.

The only way to hit him is to launch a sneak attack before he becomes aware of the danger and activates his ability.

Just like Stryker just ordered the soldiers to use sonic attacks.
