Zhan Dianchen, deputy chairman of the Heilongjiang Advisory Bureau, and Sun Baihu, deputy chairman of the Fengtian Advisory Bureau, went to Beijing to attend the first meeting of the Advisory Bureau Federation. The conference decided to unite with the advisory bureaus of various provinces to promote the early convening of the National Assembly.

In September, the Jilin Provincial Advisory Council, with the slogan of representing all the people, wrote a tearful letter to the Governor-General of the Three Northeastern Provinces Xi Liang and the Jilin Governor Qu Shaoyang, calling on them to ask the Emperor to issue an immediate decree to establish a parliament.
