After the meeting, Zhao Erxun forwarded the Qing court's secret telegram about the outbreak of the Wuchang Uprising, ordering all provinces to take strict precautions, to the governors of Jilin and Heilongjiang provinces, the various towns of the New Army stationed in the Northeast, and the various officials of Fengtian Province.
