This passage comes from Isaiah 41:2-3. According to later interpretations, the man who rose in the East actually refers to Cyrus the Great, the founder of the Persian Empire. It is said that after conquering Babylon, he allowed the Jews captured by Babylon to return to Jerusalem and rebuilt the temple.

Because of this act, Cyrus is viewed in Jewish history as "the Lord's Anointed," a divine figure who saved the Jewish people.

I just don't know what expression Cyrus, a Zoroastrian who believed in Ahura Mazda, would have when he learned that the Jews regarded him as a tool for Jehovah (Yahweh) to save the Jews.

“All of you who are walking on this path that no one has walked before, hold your heads high and stride forward! When the kings of the old nations are swept away, you will be the new masters of the new heaven and new earth!”
