Including expenditures for the royal family, vassal states, the military, and officials' salaries, the annual expenditure was close to 4000 million taels of silver, resulting in a serious deficit.

Landlords and gentry shifted the tax burden onto self-cultivating farmers. All commercial taxes, including those for salt merchants, tea merchants, mining merchants, silk merchants, and porcelain merchants, were extremely low, causing the non-agricultural tax rate, which had peaked at 84.7% during the Southern Song Dynasty, to plummet to 5%.
