Both Batmen are highly capable of action—or rather, the Batmen of each universe are generally quite capable of action.

“I’ll be there right away—in thirty seconds, the Batmobile will deliver the new suit, and a spare Batmobile will arrive on its own.”
"We have to hurry."
Batman glanced at the flickering flames on the distant street, where the police cars Gordon had sent were chasing the military vehicles. He had just seen a rocket with smoke shooting into the sky.
"Gordon's men may not last long."
"Coming soon," Arkham Batman added. "Get ready to change your armor."

The rumbling sound grew louder as it approached. Batman looked up and saw a massive, black machine streaking across the sky. Its matte gray-black paint made it almost completely blend into the darkness, with only parts of its sharply defined fuselage left unpainted for functional purposes, gleaming with a cold, metallic sheen in the moonlight of the rainy night.
After slowing down, it hovered in mid-air, and the exhaust nozzles below quickly changed direction, rotating from a rearward jet to a downward jet, lifting the steel fighter jet into the air.

Thanks to the aerodynamic streamlined design, the layers of interlocking metal armor on the body, though heavy, did not lack a sense of agility. The roaring engine and powerful exhaust gave Bruce a preliminary assessment of its horsepower.

Clearly, this Batmobile, like the Batplane in the sky, is something Bruce can draw inspiration from, but he absolutely cannot replicate.
“Your fighter jets and vehicles seem to have been designed with extra features for other hidden functions,” Bruce said to Batman in Arkham. “They all look like they’re alive.”
This is not some exaggerated metaphor, but a visual effect presented to the naked eye. Whether it is the Batmobile or the Batwing, the layers of armor on them rub and undulate slightly with movement, rhythmically expanding and contracting to reveal the second and third layers of internal design underneath—as if they were breathing.
