Well, they all make sense, but they are not the biggest reasons for Mo Zibu.
The biggest reason is that in history, the Choshu clan was the main force in the overthrow of the shogunate. After the Meiji Restoration, it monopolized a large number of senior officer positions in the Japanese Army. Even many middle and lower-level officers were from the Choshu clan.
