Deduct money? They already owe enough student loans to repay for thousands of years, so what difference would a few hundred more years make?
Punishment? Beating someone up would only delay their work. We've already lost a lot of manpower, and now is the time to make up for the losses. If we injure someone, who will go down there to do the dirty work?

So even if you know, there's nothing you can do.
