Previously, all kitchens were under the management of the Imperial Kitchen's headquarters. The eunuch in charge of the Imperial Kitchen and the supervisors of the various kitchens were considered direct subordinates of the eunuch in charge of the Imperial Kitchen's seal. The Siyuan Bureau originally managed the cultivation of vegetables, fruits, and horticultural trees and ornamental flowers throughout the palace. This so-called Yizhang Bureau was formed by merging the former Duzhijian and Sishejian, and then demoting the chief officers of the two bureaus from fourth-rank eunuchs to sixth-rank eunuchs.
