This is a long-term ability. It shouldn't conflict with the "Charge Spells" in the Elder Scrolls universe. Wu Chen had originally wanted to acquire an ability like "Control/Dispel Undead" to better prepare him for the battlefield on Scattered Bone Ridge.

By the time of the Undead King, the Rotten Coffin Demon King had long since vanished. Only Suzuki Satoru, a player who arrived earlier in another worldline, could find and kill him.
