Ms. Gandhi's phone call kept Supervisor Dawson at Felton for a while, until he watched Theodore and Bernie finish all the paperwork before leaving.
Before leaving Felton, Director Dawson informed the two that, based on experience, the FBI's counterintelligence investigation into their political backgrounds would take at least a month, and they might not be able to go to DC until January of next year at the earliest.
That coincided with the spring selection and training period.
Theodore was skeptical of Dawson's empirical guesses and told Bernie to be ready to leave at any time.
Given Theodore's special status, Bernie chose to trust Theodore over Dawson.
His choice was correct.
Eight days after Director Dawson left Felton, they received a letter from the FBI Director's office.
This happened faster than Theodore had anticipated.
Given the current speed of email delivery, these two letters were likely sent out on the same day that Director Dawson returned to DC.
On the day they received the letter, their colleagues threw them a farewell party.
The homicide detectives, the black patrol officer, Supervisor George, Ricky, Gary, and others were all present.
A group of people danced wildly all night.
The following day, Bernie went back to say goodbye to his family and pack his bags, while Theodore returned to the apartment to deal with his belongings.
He sold most of his furniture and car to his neighbors at a low price. The neighbors were very happy and expressed their strong reluctance to see him leave.
On the third day, Theodore and Bernie left Felton.
They flew from Dallas, spending a total of six hours in the air, before landing at Washington National Airport.
After leaving the airport, Theodore and Bernie hailed a taxi to the Department of Justice building.
The famous Hoover Building is still nowhere to be seen; construction will not begin for another five years, and it will be completed and put into use in 1975.
That was three years after Hoover's death.
The FBI headquarters is now located on the fifth floor of the Department of Justice building.
Upon arriving at the Department of Justice building, Theodore did not go to the personnel department, but instead went to see Hoover first.
Hoover's office was not small, but it contained five or six desks with stacks of documents piled high on them.
This makes it look less like the director's office and more like the shared office of a small department.
When Theodore entered, Hoover was the only one in the office; Mr. Tolson was not there.
He stood in front of Hoover's desk for a moment, and seeing that Hoover had no intention of exchanging pleasantries, he immediately took out a report from his bag and handed it to Hoover, intending to explain it to him as he looked through it.
The report was completed in the last two weeks, mainly based on real-world cases, interspersed with analyses of each step of the investigation.
Hoover didn't look at the report. He stared at Theodore for a while, then his brow relaxed and a smile appeared on his serious face.
He paused, as if he wanted to say something, and then changed his mind to the arrangements for Theodore and Bernie:
"You and Sullivan will participate in the selection training in January together."
"This month, the two of you will rotate through several departments in the investigation department and the legal counsel's office."
This is standard FBI procedure.
The FBI requires its agents to undergo selection and training before they can officially begin their duties.
For agents like Theodore and Bernie who missed the selection and training, the FBI will first have them rotate through various departments.
There are generally two main types of work involved in job rotation.
Assist senior agents in preparing case briefings and lists of court evidence, and learn about federal judicial procedures.
Alternatively, one could serve as a meeting recorder, observe departmental case discussions, and become familiar with the FBI's decision-making process.
When the next selection and training begins, the rotating agents will be sent to participate in the training.
A job-oriented assessment will be conducted after the training. Participants will be assigned to appropriate departments based on their backgrounds.
The department head will assign a senior agent as a mentor, who will guide the new recruit in participating in low-risk missions to gain experience in federal cases.
During this period, new employees are required to write daily case progress reports, which are then reviewed by their mentors and submitted to their department heads.
Going through this process will take at least six months before one can independently handle cases.
Theodore hadn't stayed in Felton for so long just to start over as a rookie and wait another six months. He thought for a moment, then took his badge out of his bag and handed it to Hoover, reminding him of the July appointment.
Felton's badges are identifiable by his rank.
Hoover's face darkened.
Theodore began, “I hope to establish an independent department to refine the crime-solving methods I developed in Felton and promote them in the future.”
"I have tested this method in many different types of cases, and it has proven effective in all of them."
At this point, Theodore inexplicably thought of a certain third-rate tabloid.
He then explained the basic principles of profiling to Hoover.
Hoover listened attentively, but it was impossible to tell whether he understood or not.
Ms. Gandy came in twice during this time, but he waved her out both times.
After Theodore finished speaking, Hoover tapped the table: "You and that Irishman go and rotate shifts first."
He raised his voice slightly and emphasized, "Regardless of whether your application for a new department is approved or not, job rotation is mandatory!"
Theodore was stunned for a moment before he remembered who the 'Irish man' was.
He hesitated for a moment: "Bernie seems to be Germanic."
Hoover grunted in response, grabbed his coat and put it on, ending the conversation.
He had arranged to meet Charlie in the afternoon, but Theodore's delay made him almost late.
Theodore followed Hoover out of the office.
Ms. Gandy stopped Theodore, who was about to leave, and took an envelope from her drawer and handed it to him:
"This is the apartment key the chief asked me to find for you,"
"The other one is the car that Mr. Tolson arranged for you; it's parked downstairs."
After Theodore took the envelope, Ms. Gandy took the two to the Department of Investigation and handed them over to the head of the Department of Investigation.
The head of the investigation department did not make things difficult for them, but handed them over directly to a senior detective.
The senior agent's name was Ronald Scott, a middle-aged man slightly shorter than Theodore.
When they met him, he was holding a report and reading it with a frown, a pencil clenched in his mouth.
The supervisor tapped on the table and pointed at Ronald Scott: "You two follow him."
He then pointed to Theodore and Bernie: "They're yours now."
Ronald Scott put down the report and replied listlessly, "Understood, boss."
The supervisor nodded and turned to leave.

Ronald Scott seemed half-asleep, speaking listlessly, and giving off an overall unwell vibe.
"Ronald Scott, just call me Ronnie."
Bernie and Theodore also introduced themselves.
Ronald Scott glanced at Theodore and beckoned to the two men: "You two will follow me and be mainly responsible for writing reports."
He handed over the report he had been staring at: "It's similar to the case closing reports you write in local areas."
"Let's go, let's collect the evidence."
