The office fell into a brief silence.
The invitation to collaborate was short, and Deputy Superintendent Doherty quickly read it.
He composed himself, sincerely praising Theodore's efficiency, then looked at Inspector Frank Cassidy with a troubled expression:
“We are happy to cooperate with the investigation, but as you can see, our branch is indeed short-staffed.”
“When we were calculating the case closure rate last year, our branch ranked last. This year, in addition to dealing with current cases, we also have to resolve old and backlogged cases.”
“Our officers are working overtime almost every day, and many of them are practically living at the police station.”
Theodore nodded and offered his suggestion with a serious expression:
“You can assign a detective who is familiar with the streets to assist us.”

He picked up the internal phone and quickly instructed his assistant:
"Get Detective Murphy and Detective Riley to my office immediately."
"Also, notify the head of the weathering team and ask him to come over as well."
After hanging up the phone, Deputy Commissioner Doherty turned to Commissioner Frank Cassidy and Theodore:
“Agent Hoover, Inspector Cassidy, I’ve arranged for Murphy and Riley, who were the first to come into contact with the body, to accompany you throughout your visit. They are most familiar with the scene and can accompany you the entire time.”
“I also called over the head of the prostitution squad. He knows the professional prostitutes in the area and the places they frequent like the back of his hand. No one is more suitable than him.”
“I will ask them to put aside all their work and prioritize cooperating with the FBI investigation until the case makes a breakthrough.”
He paused, then looked at Inspector Frank Cassidy:
“Inspector Cassidy, I will have them report directly to you and Agent Hoover to keep the command structure clear. I will require them to keep detailed logs for easy reference at any time.”
Deputy Superintendent Doherty displayed unprecedented decisiveness, as if he were a completely different person.
Bernie almost began to look at him with new respect and feel guilty for his past prejudice against him.
The guilt quickly dissipated after Deputy Superintendent Doherty said those words.
He looked at Theodore.
Theodore was staring at Inspector Frank Cassidy.
Inspector Frank Cassidy shook his head:
"They don't need to report to me. Headquarters requires me to help the FBI communicate and coordinate with the various field offices to cooperate with the investigation, rather than to lead the case investigation."
"The FBI has the lead in the investigation."
He pointed at Theodore and continued:
“They need to follow Agent Hoover’s daily instructions, and he is in charge of leading the way.”
"Of course, you retain the right to command and supervise them."
“Any problems can be reported to me, but the day-to-day work is a matter between your branch office and the FBI.”
Deputy Superintendent Doherty and Superintendent Frank Cassidy exchanged glances and nodded in agreement.
Silence fell over the office. Detective Riley and Detective Murphy arrived shortly afterward.
An elderly policeman was following behind them.
The old policeman's hair was gray and sparse, styled in a somewhat outdated side part.
He looked to be in his fifties, not very tall, and slightly overweight, but not bloated; instead, he gave off a solid and substantial feeling.
Deputy Superintendent Doherty explained that the veteran officer's name was Stan Watson, the head of the lewdness unit. He had worked in the lewdness unit for over thirty years and was extremely familiar with the streets, especially with prostitutes.
Stan Watson showed no sign of nervousness at the sight of people from headquarters or FBI agents.
He smiled at Theodore, revealing a set of somewhat blackened teeth:
"You're looking for a Black prostitute, right?"

Stan Watson thought slowly, then shook his head:

"Perhaps you should look elsewhere."
Theodore asked Stan Watson:

Stan Watson grinned and shook his head:
"Of course not possible."
"The Seventh Precinct covers an area of 7 square miles (about 18 square kilometers), where nearly 100,000 people live, and at least 400 prostitutes live in every corner."
“They’re here today, and they’ll be off somewhere else tomorrow.”
"No one can remember them all."
Theodore pressed on with some curiosity:
"Then how can you be so sure that the deceased did not live within your jurisdiction?"
Stan Watson shrugs:
"If you don't believe me, come with me."
“We have kept records of all prostitutes in our jurisdiction who have been arrested.”
"They're in the archives."
"Anyone who has engaged in prostitution within our jurisdiction will have an arrest record."
Theodore's curiosity was piqued once again:
"How did you do it?"
"How do you know who is engaged in prostitution within your jurisdiction?"
Stan Watson smiled but did not answer.
His gaze passed over Theodore and settled on Bernie.
He believed Bernie should know the answer.
Bernie certainly knew.
He met Stan Watson's gaze.
Stan Watson smiled amicably at Bernie and walked out of the office.
Theodore called in Detective Murphy and Detective Riley.
The two men behaved very cautiously, quite unlike Stan Watson's ease. They remained silent from the moment they entered, trying to minimize their presence.
Stan Watson looked somewhat menacing, but he was very talkative and chatted with Bernie the whole way.
He liked Bernie a lot, but Bernie spoke so slowly that it made people uncomfortable.
We arrived at the archives quickly.
Stan Watson greeted his colleagues in the archives, walked into the archives, went to the back, and pointed to three full filing cabinets:
"That's all."
He asked Bernie:
"Should I call a few guys to help you check?"
