The Baoyuan Bureau, which was responsible for minting coins, was reorganized into the Ming Central Bank according to the court's wishes. The imperial court assigned the Central Bank the rank of second grade, and the head of the bank was called the bank manager.
This is the only department in the entire Ministry of Works reform that has seen a significant increase in power while still remaining a government department.
Other departments, however, were not so lucky.
According to the cabinet's reform plan, all the key construction personnel in the Ministry of Works will be abolished and will no longer receive salaries from the imperial court.
Instead, several imperial merchant bureaus were established, namely the First Engineering Bureau of the Ming Dynasty, the Second Engineering Bureau of the Ming Dynasty, the Third Engineering Bureau of the Ming Dynasty, the First Water Conservancy Engineering Bureau of the Ming Dynasty, the Second Water Conservancy Engineering Bureau of the Ming Dynasty, the Third Water Conservancy Engineering Bureau of the Ming Dynasty, the First Armament Manufacturing Bureau of the Ming Dynasty, and the Second Armament Manufacturing Bureau of the Ming Dynasty, totaling eight engineering bureaus.
From then on, they would no longer be officials of the imperial court, but imperial merchants.
What is a royal merchant?
Although they were not included in the formal official rank system, the imperial court would bestow upon them a similar rank based on their merits.
As the popular joke goes, a person with the same rank as a Jinshi (a successful candidate in the highest imperial examination) is not a Jinshi, and a concubine is not a concubine. Similarly, a person with the same rank as a Jinshi is not a true official, but neither is a commoner.
Rather, they were somewhere between officials and commoners. In the eyes of the common people, the order naturally followed: scholars, farmers, artisans, and merchants. But these imperial merchants were placed after scholars and before farmers. When the cabinet issued this specific reform notice, the officialdom in the capital was silent for a moment.
