This is actually a combination of two extremely abstract scenarios that the author encountered while playing Victoria 3 and the Steel Wire 'British Peace' mod, which they then stitched together.
To make Germany and Spain border each other, the author directly used 'divine power' to squeeze a piece of land out of the Mediterranean Sea.

As for areas not visible on the map, over 90% of North America, Central Africa, and South Africa are colonies of the otherworldly British Empire, which is the source of the British Empire's confidence in 'single-handedly suppressing' the European continent.

As for Saxony, let's just say it's neither a holy god nor an imperial empire, nor a Roman nation.
