At many film award ceremonies, Best Film and Best Director are often separated. Why does the director who wins Best Film often not win Best Director? And why doesn't the film of the Best Director winner win Best Film?

Besides the difference in how the awards are divided, the voting rules for the two awards are also different.

Take the Academy Awards for example. Like Best Picture, Best Director is decided by a vote of all Academy members who write down the film/director they believe should win.
