We solemnly declare that, from the date this declaration takes effect, all military confrontations and hostilities between nations shall immediately cease. Our weapons and armed forces will be used to resist rule-breaking, carry out humanitarian aid and engineering projects.

To effectively implement this declaration, the thirty-four countries jointly established the 'Committee of Human Rights' upon its issuance, and established the following mechanisms:
