William watched as Lin Tiansheng took charge of the overall situation and divided up the new bureau. He knew that the gang of thugs had been subdued. He thought to himself, "I need to write a report to the boss and apply for a promotion for him."

It wasn't because the foreigners wanted to promote him, but because he won the war, his power expanded, and he seized power prematurely. Power, sometimes, doesn't need to be acknowledged; granting recognition is a political art.
