Forty-eight districts in western Virginia declared independence and joined the Union, leading to the nation's fragmentation. At this time, securing international support became the South's top priority.
The United States initially assumed no country would recognize it, at least not any large or medium-sized nation. However, on the very day Lincoln was sworn in, Mexican President Lawrence announced Mexico's recognition of the Confederate States of America. This news shocked the world. Lincoln immediately dispatched his Secretary of State to Mexico to lodge a strong protest, accusing Mexico of interfering in its internal affairs and threatening retaliatory measures.
Lawrence acknowledged that the South also had its considerations; a unified United States would be most detrimental to Mexico, and they should be allowed to split. Furthermore, the Confederate president was a distant relative of his—former U.S. Secretary of War Jefferson Davis, who had visited Mexico. Both men had reasons to oppose the Union, so naturally they wanted to unite.
The Confederate States of America viewed Mexico's recognition as a major diplomatic victory, seeking to garner more international support. Simultaneously, Mexico provided the South with a route to other parts of the world, preventing a North blockade.
