Everyone understood the weight of those words—because the two countries had never cooperated in this way before, there was only one possibility: their technology had been leaked. But the French would never admit to a technology leak, while British intelligence would be furious.
The three warships have now been reported as completed, with construction costs of 120 million, 280 million, and 450 million rials respectively, while the approved naval funding is 600 million. This puts Xerxes in a dilemma. He had brought in the last behemoth, but the cost was a bit too high, so he adjourned the meeting to discuss it with the officers.
