Chapter 1 Prologue: The Agreement for the Development of a New World (Draft)

Universal New World Development Agreement

I. No faction may use force to threaten, coerce, or conquer the native factions of the New World.

Second, commercial dumping and other commercial tactics must not be used to disrupt the original economic order of the new world.

Third, if the indigenous people of the New World take the initiative to provoke, they may launch a moderate counterattack, but they must not use this as an excuse to carry out acts such as implication or massacre against people other than the provocateur.

Fourth, except in special circumstances, weapons of mass destruction with high destructive power shall not be sold to the New World.

If any force violates the above agreement and causes serious adverse consequences, the train crew will consider closing that section of the silver track.

All parties should supervise each other, strictly abide by the development agreement, establish good relations with the new world, achieve harmonious development, and unite for mutual benefit.

In addition, the train crew cordially invites righteous individuals such as the Sea Patrol Rangers, the Pure Knights, and the City Builders to supervise the expansion activities of each faction.
