If no one comes, that's Plan B, and they'll most likely start the battle to protect Shigehiko Tonoguchi right there at the villa.
Comparing the two options, option A is more reliable and has a higher success rate.
Option B, however, is full of "helplessness".
Higashino Ning couldn't guarantee that Tobuchi Shigehiko would survive, because Gin was the kind of person who dared to directly shoot at Tokyo Tower from an armed helicopter.
He couldn't very well act as the messenger to deliver the message to Shigehiko Tomonobu himself. If the organization didn't intend to kill Shigehiko Tomonobu at the hotel, then bringing him there would be pointless.

However, this plan has one advantage: it maximizes Ai Haibara's safety.
Furthermore, with Inspector Megure's secret instructions, Higashino Ning could run away if things went wrong, and his own safety was quite guaranteed.
The organization's goal is simply to eliminate Shigehiko Tomoguchi to prevent the organization's information from being leaked. Once the goal is achieved, Gin and the others will retreat immediately and will not relentlessly pursue a lowly policeman like him.
In order to make progress, Higashino Ning has done everything he can at the moment. If it still doesn't work, then he can only say, "It is fate that my plan has failed."
The waiting time was very long.
The night passed by in a blur, and at eight o'clock in the morning, Takagi Wataru arrived with breakfast to relieve the shift.
"You're here way too early."
Although Dongye Ning hadn't slept all night, he was still energetic and took the breakfast basket of rice.
Takagi Wataru chuckled and said, "Anyway, there's nothing to do in the morning, so I might as well come over here earlier than go to the Metropolitan Police Department."
Okay then~
After finishing his meal, Higashino Ning sat for a while and was about to leave when Tonguchi Shigehiko called him into the room.
Before he could speak, the other party pointed to the documents on the table and said, "I have finished the new draft and will submit it later."
"Then around 10 o'clock, I have to attend the House of Representatives bill nomination and hold a press conference. If you are worried that I will say something wrong, you can come with me."
Higashino Ning nodded, "Okay, I'll go with you."
Shigehiko Tobuchi's eyelids twitched.
No, is there really no trust at all?
Even a polite gesture would be appreciated.
Never mind, people from that organization really don't know how to be polite.
Shigehiko Tobuchi had accepted his fate. He nodded blankly. "Then let's set off after I change my clothes."
"This draft proposal nominating you for exceptional promotion will be officially made public."
Chapter 101 I nominate Officer Higashino for a promotion beyond the usual ranks!
To be honest, Higashino Ning felt a surge of emotion after hearing Shigehiko Tobuchi's words.
But it's not time to be happy yet. After all, it's not like you can get promoted immediately just by submitting a draft. There are still many procedures to go through.
That brings me back to the point.
If it's not advisable to open champagne halfway through the event, then why did I tell Takagi Wataru in advance and even take Miyamoto Yumi and the others out for a meal?
"So, it's true that having Sister Tongzi's back makes one a little arrogant?"
Higashino Ning reflected on his actions and decided it was best not to do such things again.
It's one thing to talk to people like Takagi Wataru, but at least the situation can be kept under control.
If others find out in advance, he will most likely find himself in a very difficult situation of "defending himself".
Although he doesn't necessarily have to defend himself, the public opinion behind the scenes is still not something he can easily resist or handle.
That's great, there's new progress every day.
Higashino Ning returned to the monitoring room and told Takagi Wataru about Toguchi Shigehiko's preparations to leave. The two of them gathered the rest of the people downstairs to wait, and in the meantime, they also had to report to Inspector Megure.
Not long after, Shigehiko Toguchi came downstairs.
The other person was wearing a new suit, and if the look of disappointment on his face disappeared, he would be a politician with a rather good outward appearance.
In the past, Shigehiko Toguchi always had a chauffeur-driven car to pick him up when he went out, but today he simply changed his driver to Wataru Takagi.
It wasn't that Higashino Ning didn't want to drive, but Takagi Wataru felt that Higashino Ning's driving style was very similar to Sato Miwako's, and it was better to be more cautious when driving a member of parliament.
Submitting a draft policy requires attending the meeting.
The timing of Shiratori Ninzaburo's election was also very opportune, as there was a proposal today called "Amendment to the Electoral System Law" that required a vote by members of parliament.
This amendment targets the Public Offices Election Act and aims to reduce the number of seats in the House of Representatives election in order to alleviate the problem of "unequal votes" in the House election.
There are currently 475 members of parliament, each serving a four-year term.
This amendment aims to reduce the number of seats in parliament to 465.
When Higashino Ning and others arrived, the area outside the venue was already packed with reporters, making it impossible to move.
It's still broad daylight, and the flashes from all sorts of cameras are so bright they make it hard to open your eyes.
For official entry, identity verification is required before entering in order.
Higashino Ning and Takagi Wataru stood on either side of Tokuguchi Shigehiko, continuing to wait quietly.
Soon it was their turn to enter.
This was the first time that Higashino Ning and Takagi Wataru had experienced such a large-scale event.
As a recent focus of attention, Shigehiko Toguchi was bombarded with questions from reporters.
Higashino Ning had no choice but to temporarily act as a bodyguard to help block people. Fortunately, Toguchi Shigehiko was determined not to say a word, and the three of them quickened their pace and entered the venue directly.
The House of Representatives chamber is quite impressive, but its layout is similar to that of other countries, with semi-circular, tiered seating.
Sending Shigehiko Tobuchi here was already the limit; Higashino Ning and Takagi Wataru could no longer follow up.
Time continues to pass.
The amendment to the law on the electoral system was formally declared to have failed to pass the vote and will be discussed at a later date.
Then some new proposals were put forward, and a group of members listened attentively before deciding whether to agree or disagree based on their own positions.
Many of these proposals were predictably doomed to fail, but some individuals still chose to use them to annoy people.
Towards the end of the meeting, Shigehiko Tobuchi finally made his appearance.
Standing once again on the podium where he once exuded confidence, he seemed to have regained much of his former charm.
"The proposal I submitted this time is not very complicated; it only concerns the promotion rules of the country's police system."
Shigehiko Tobuchi flipped through the manuscript in his hand.
"As we all know from the summaries over the years, promotions in the police system seem to be only related to seniority, while merit accounts for a negligible proportion."
"In such a large and vital system to our country, too many people waste their time, and too many people have talent but no room for advancement."
"Related survey reports show that 79% of grassroots police officers are dissatisfied with the current career promotion rules. Even among mid-level officers, 53% explicitly stated that the practice of determining positions based on seniority makes them feel hopeless."
He looked up at the speaker and said, “Being a police officer is a profession that requires a lot of passion and motivation, and I believe everyone agrees on that.”
"But the current rules make lower-ranking officers complacent because they see no hope of advancement, and make mid-ranking officers feel that they can be promoted by simply waiting out years, thus becoming negligent in their duties."
"I believe that traditional promotion rules have seriously affected the healthy development of the entire system."
"Therefore, I am now formally submitting the 'Amendment to the Police Career Promotion Rules' to the House of Representatives, and nominating the outstanding police officer Higashino Ning, who has recently shown great promise, for a career promotion!"
"Higashino Ning is the patrol chief of the Violent Crimes Division 3 of the First Investigation Division of the Tokyo Metropolitan Police Department. Despite his humble background, he passed the promotion exam with excellent results on his first attempt."
"He has recently cracked several high-profile cases, and just a few days ago, he was fearless and single-handedly arrested the extremely vicious and notorious international criminal Scrooge on a luxury cruise ship owned by the Suzuki Foundation."
"If such an excellent and capable police officer is buried in the years of waiting for seniority, many more talented people will be buried in the future."
Shigehiko Tobuchi's words were firm and resolute, and his tone was extremely serious.
He rearranged the manuscript in his hand and put it down, turned around to look at everyone, and then leaned down to speak softly into the microphone.
"If such a situation really occurs in the future, all of us here will be sinners."

"Everyone, let's begin voting."
After saying that, Shigehiko Tobu walked to the side and sat down quietly.
He has done everything he could and should do; now he just waits for the results.
The Shiratori Foundation doesn't control a large number of fixed votes, but the political party behind it has enough votes.
Since the Shiratori Foundation and that organization have gotten him to speak, it means that the behind-the-scenes matters have been mostly settled, and now it's just a formality.
But the voting process did not end quickly, and he could even see the deliberating expressions on the faces of those in the minority parties.
Shigehiko Tobuchi's expression turned serious.
But his doubts did not last long.
The motion passed with 301 votes, opposed with 35 votes, and the rest abstained.
The advantage wasn't significant, but the attitudes of the various factions were clear enough, meeting Shigehiko Tobu's expectations.
He was rather vague in his speech just now, but the draft clearly mentions that Higashino Ning will be promoted to police inspector.
As for whether he ultimately gets the position filled by a police inspector or a police inspector, that has absolutely nothing to do with him; he has truly done his best.
The lunch break is quite long.
Higashino Ning accompanied him again at the afternoon press conference.
After attending, Shigehiko Toguchi spoke in detail about his ideas for introducing the new amendment, but remained silent on issues such as bribery.
A large banquet followed the press conference.
Higashino Ning and Takagi Wataru continued to work as underlings, only managing to get a staff meal.
It wasn't until after 10 p.m. that Higashino Ning finally brought Tōguchi Shigehiko back to the villa.
At this point, his eyes were almost completely exhausted.
