Higashino Ning couldn't guarantee that Tobuchi Shigehiko would survive, because Gin was the kind of person who dared to directly shoot at Tokyo Tower from an armed helicopter.

He couldn't very well act as the messenger to deliver the message to Shigehiko Tomonobu himself. If the organization didn't intend to kill Shigehiko Tomonobu at the hotel, then bringing him there would be pointless.

Towards the end of the meeting, Shigehiko Tobuchi finally made his appearance.

Standing once again on the podium where he once exuded confidence, he seemed to have regained much of his former charm.

"The proposal I submitted this time is not very complicated; it only concerns the promotion rules of the country's police system."

Shigehiko Tobuchi flipped through the manuscript in his hand.

"As we all know from the summaries over the years, promotions in the police system seem to be only related to seniority, while merit accounts for a negligible proportion."

"In such a large and vital system to our country, too many people waste their time, and too many people have talent but no room for advancement."

"Related survey reports show that 79% of grassroots police officers are dissatisfied with the current career promotion rules. Even among mid-level officers, 53% explicitly stated that the practice of determining positions based on seniority makes them feel hopeless."

He looked up at the speaker and said, “Being a police officer is a profession that requires a lot of passion and motivation, and I believe everyone agrees on that.”

"But the current rules make lower-ranking officers complacent because they see no hope of advancement, and make mid-ranking officers feel that they can be promoted by simply waiting out years, thus becoming negligent in their duties."

"I believe that traditional promotion rules have seriously affected the healthy development of the entire system."

"Therefore, I am now formally submitting the 'Amendment to the Police Career Promotion Rules' to the House of Representatives, and nominating the outstanding police officer Higashino Ning, who has recently shown great promise, for a career promotion!"

"Higashino Ning is the patrol chief of the Violent Crimes Division 3 of the First Investigation Division of the Tokyo Metropolitan Police Department. Despite his humble background, he passed the promotion exam with excellent results on his first attempt."

"He has recently cracked several high-profile cases, and just a few days ago, he was fearless and single-handedly arrested the extremely vicious and notorious international criminal Scrooge on a luxury cruise ship owned by the Suzuki Foundation."

"If such an excellent and capable police officer is buried in the years of waiting for seniority, many more talented people will be buried in the future."

Shigehiko Tobuchi's words were firm and resolute, and his tone was extremely serious.
