Snape looked at Dumbledore in disbelief, as if realizing something, and said, "You're going to let him go?"
“We have no evidence, Severus.”
"Don't talk to me about evidence, Fu... We don't have any evidence that that guy isn't dead either, but didn't you tell me with absolute certainty that he would come back?"
"Quirkro almost killed Dolly, you and I both know that. What more evidence do we need? Do you need to see him kill someone with your own eyes?"
Dumbledore did not answer directly, but calmly met Snape's gaze, and Snape did not back down.

Dumbledore didn't fully believe the prophecy at the time, until Harry's parents died and Harry became the boy who survived.
When Dumbledore saw the scar on the boy's forehead, he knew that the prophecy had come true.
Whether he believed the prophecy or not was irrelevant, because Voldemort already firmly believed it.
The belief of a dark lord is itself a powerful form of magic.

This brief moment allowed Snape to calm down a bit.
“Dumbledore, I will keep a close eye on Quirrell and look for evidence.”
“If I catch him red-handed, you absolutely must kick him and the guy behind him out of Hogwarts.”
Dumbledore nodded with satisfaction and said, "That's only natural, Severus."
"I haven't finished speaking yet."
Snape continued, "As for Dursley, I know very well that she is not Lily's stand-in, much less Lily's successor; she is just a student who looks a lot like Lily."
"She is Harry's sister, a blood relative whom Harry acknowledges. From the perspective of caring for Harry, she cannot be allowed to get hurt."
“There are indeed things about her that don’t make sense, but I hope you can apply the same leniency you show to Quirrell to Dursley.”
