Under the idea of "blocking" and not expanding the channels, in case of unstable events such as collective petition, local governments can only resort to extraordinary means.

Due to the lack of procedural and legal effect, the petition system is difficult to effectively terminate contradictions and disputes; The underlying reason is the arbitrariness of power. At the same time, the contradiction termination mechanism in the judicial process under the control of power is also weak.

The "stability maintenance" system adapts to the problems faced by the country in the transition period and expands with the intensification of social contradictions. In order to break the strange circle of "the more stable the more unstable", as pointed out by Professor Sun of Tsinghua University, we must change government functions and establish a limited government; Improve the rule of law mechanism to solve social contradictions and conflicts; Establish the interest balance mechanism under the condition of market economy; Promote the development of non-governmental organizations.
