As Cao Jianjun walked, he turned on his body camera and gave Yang Shu another instruction: "Yang Shu, remember, no matter what the situation, isolate people first, try to minimize the problem, and avoid escalating the conflict."
Yang Shu responded calmly, "Okay, I understand!" and turned on his body camera.
Cao Jianjun squeezed into the crowd: "What's going on! Why are so many people gathered here so early in the morning instead of going to work?" The crowd dispersed, revealing the person who had been surrounded in the middle.
One side was a young couple; the woman was holding a crying three- or four-year-old child in her arms. The child's mouth was cut and his face was bloody.
On the other side was an old man around seventy years old, with a barking stray dog at his feet.
The couple arguing were Liu Qiang, the husband, and Grandpa Sun, an elderly man. They were red in the face and neither was willing to back down.
Cao Jianjun stepped between the two men: "Stop arguing, both of you. Sir, you're young, so please say less. Grandpa, you're getting on in years, you shouldn't get angry so easily."
"Can anyone tell me what exactly happened?"
Liu Qiang took a deep breath and said indignantly, "Officer, you've finally arrived. Please give us your opinion. He was walking his dog without a leash. My wife, child, and I were passing by here, and his dog chased after my child when it saw him."
"The child was so scared he kept crying and fell down. Look at his legs and mouth, he's scraped them. I didn't even mention asking him for compensation, but he's asking me to pay for it instead. What kind of person is he!"
Grandpa Sun jumped up and down, saying, "I'm just walking my dog in front of my house, what's it to you? If you're afraid of dogs, don't come here!"
Cao Jianjun frowned as he listened: "Grandpa, Grandpa, we're all this age, don't get so agitated."
He then turned and instructed, "Yang Shu, take the old man over there and let him calm down. Also, check his dog license while you're at it."
Yang Shu mechanically stepped forward and said, "Grandpa, let's talk over here."
Grandpa Sun persisted, "I've walked dogs my whole life, and this is the last time something like this has happened! You keep saying I don't know the rules, but you know the rules and don't know how to respect the elderly and care for the young?"
He was grumbling and cursing as Yang Shu ushered him aside.
Cao Jianjun then looked at Liu Qiang: "Mr. Liu, did you call the police?"
Liu Qiang said, "I reported it, officer."
Cao Jianjun said, "You say you're cultured and knowledgeable, why bother arguing with him!"
Liu Qiang said helplessly, "No. Officer, this old man is really too difficult to deal with. I've never encountered such an unreasonable person. My son was injured first, and I wasn't planning to pursue the matter, but he turned around and tried to extort money from me, preventing us from leaving. Do you think I shouldn't call the police?"
Cao Jianjun nodded and said, "I understand. It's obvious at a glance that he's in the wrong. You two are clearly well-mannered people, so don't take it to heart."
Liu Qiang's tone softened slightly: "To be honest, officer, I had no intention of arguing with him, but he's trying to extort money from me, what can I do?"
Cao Jianjun advised, "Don't worry, I guess this old man knows he's in the wrong and is afraid you'll ask him for compensation, so he took the initiative."
Liu Qiang said aggrievedly, "But I never intended to make things difficult for an old man, nor did I make him pay me any money."
Cao Jianjun nodded and said, "I know you're a very magnanimous person. How about this, I'll mediate, and both sides can say something conciliatory to try and reach a settlement like this, is that alright?"
Liu Qiang sighed and nodded silently.
No sooner had they managed to calm him down than Grandpa Sun started jumping up and down at the poplar tree, yelling, "My dog can be walked however I want! What business is it of yours whether I use a leash or not, or whether I have a dog license!"
Yang Shu kindly advised, "Sir, it's true that you need a dog license to keep a dog in the city."
Grandpa Sun retorted, "I've raised dogs my whole life, and I've never had a dog license!"
Yang Shu said, "Grandpa, the past is the past. Now you are a city resident, so you have to abide by the rules of city life. You need to get a dog license to keep a dog, and you have to leash your dog when you walk it."
Grandpa Sun said unreasonably, "I don't care if you're from the city or the countryside. This is my territory. I can raise them however I want and let them roam around however I want!"
Yang Shu patiently explained, "Sir, please calm down. Legally speaking, this isn't your territory; it's a public place..."
Grandpa Sun pointed at him and said, "Fine, you want to use the law to pressure me? Let me tell you, I'm seventy years old this year! Arrest me if you dare! Come on!"
As he spoke, he rammed his head into the poplar tree, which was startled and quickly dodged.
"Master, that's not what I meant..."
Just then, Cao Jianjun came over and quickly stopped Grandpa Sun: "Grandpa, you do need a dog license to keep a dog in the city, and you have to leash it when you walk it. You're old, so there may be some things you don't understand, but we understand."
He paused, glanced at Liu Qiang, and continued, "This time, Mr. Liu is willing to forgive and let it go. Wouldn't you also..."
Grandpa Sun was completely unmoved, and said with a roguish look, "Oh dear, I see now. He called you here, didn't he? Here to take sides, huh? I'm not going to forgive you today!"
"Go ahead and arrest me, come on, arrest me! If you don't arrest me, I'll sue you!"
Cao Jianjun hadn't expected this: "Sir, please calm down."
Grandpa Sun said firmly, "Calm down, okay?"
Pointing at Liu Qiang, she said, "Make him pay money. I'll be appeased once he pays money. You have the guts to make him pay money."
Their arrogance left Yang Shu and Cao Jianjun speechless.
Then the dog started barking again, and the child burst into tears. The scene became even more chaotic. Liu Qiang's wife, trying to comfort the child, wiped away tears anxiously, saying, "What kind of mess is this...?"
Liu Qiang couldn't take it anymore and shouted, "We'll pay for everything, but you have to pay for my son's medical expenses and emotional distress first, then I'll pay you!"
When Grandpa Sun heard that he was supposed to pay compensation, he got even angrier and jumped up: "You little brat who hasn't even grown his hair yet, who are you asking to pay compensation for! I'll beat you up."
He then reached out to hit the person.
Cao Jianjun and Yang Shu held them back tightly.
Liu Qiang was also furious, pointing at Old Man Sun and saying, "You...you...you've wasted your life at your age."
Grandpa Sun's temper flared even more. Despite being restrained by Yang Shu and Cao Jun and Cao Jianjun, he still jumped up: "What did you say?! You dare say it again!"
Liu Qiang, protecting his wife and children, said, "I'm telling you, you've lived such a long life in vain!"
Old Sun tried to rush over, but Yang Shu and Cao Jianjun held him tightly. The old man struggled but couldn't move, and became increasingly angry. Finally, his eyes darted around, and he clutched his chest and collapsed.
Everyone around was startled. Yang Shu immediately called an ambulance and accompanied Grandpa Sun to the hospital with Cao Jianjun.
Outside the emergency room, a doctor poked his head out and asked, "Have the patient's family members arrived?"
Cao Jianjun quickly stood up: "I called to inform them, but they haven't arrived yet. How is the patient?"
The doctor shook his head, looking puzzled: "We couldn't find anything wrong with the old man."
Cao Jianjun breathed a sigh of relief and sat down again.
Yang Shu asked, puzzled, "They can't find anything? Does that mean we need to go to a bigger hospital for further examination?"
Cao Jianjun sighed helplessly: "Let's wait for the family to arrive before we talk about it. There are all sorts of birds in a big forest."
Yang Shu was completely bewildered: "What do you mean?"
Suddenly a voice came from behind: "What else could it mean? He's faking his illness!"
Yang Shu turned around and exclaimed in surprise, "Director Li, Zhao Jiwei, what are you doing here?"
Li Mu asked, "And you guys?"
Yang Shu briefly explained the situation and asked curiously, "Why are you all at the hospital?"
Li Mu said, "It's similar to yours. To put it simply, it's a dispute caused by a bad old man."
Both sides began to sigh at the same time.
Li Mu knew that things were a little better on Old Wang's side. But for Old Sun, this was just the beginning; the real trouble was yet to come! Old Sun's children were all bad news; one was a car mechanic, one ran a restaurant, one owned a sand quarry, and they were also involved in organized crime to some extent. They were rich and powerful.
Next, things will get even more outrageous.
As the group was reminiscing, a commotion suddenly arose, growing louder and louder. Cao Jianjun's expression changed: "This is bad!"
Before long, a group of family members gathered around, chattering amongst themselves. Among them were Grandpa Sun's eldest son, second son, eldest daughter, second daughter, and two sons-in-law.
Upon arriving at the location, he yelled at the doctor, "Not sick? If you're not sick, why are you lying there unconscious?"
"What do you mean? Are you implying my dad is faking illness? Are you a doctor?"
"Is he even speaking human language? Did he receive some kind of bribe from that family?"
As the people in charge of the case, Cao Jianjun and Yang Shu had no choice but to bite the bullet and go through with it.
"Everyone, let's talk this out. We are the police in charge of this matter. Why aren't you checking on the elderly person first? What are you arguing with the doctor about?"
A group of family members chimed in, saying, "He's out of his mind, what's there to see? Officer, our demands are simple: hand him over, make them pay their dues, and compensate them as required!"
Cao Jianjun said, "In this matter, your elder was at fault first. His illness had nothing to do with the other party."
These family members were clearly there to cause trouble, and they wouldn't listen at all: "You say it's okay, but I think it's because you all ganged up on me that I'm upset!"
Yang Shu couldn't stand it anymore: "Our enforcement process is all recorded on video, which can prove that your elderly person did indeed faint on their own. Moreover, he didn't have a license to keep the dog and didn't leash it. He violated the law first."

While the commotion continued, Li Mu, leading Zhao Jiwei, quietly arrived outside Old Man Wang's ward.
Li Mu could tell at a glance that although Old Man Wang had his eyes closed, he was pretending to be asleep, which suited him just fine.
