Putting aside everything else, most people would go crazy if faced with a survival chance of less than one in ten.

No one trained them, no one provided weapons, no one supplied supplies and equipment, no one organized or mobilized them…

In this disorganized state, with over 90% of the population utterly defenseless against zombies, the outcome is clear. Social order collapse is the least of their worries; far from one in ten surviving, even a 1 in 100 surviving population is unthinkable.
