Everyone looked at him, wondering why he would diagree with omething that wa obviouly beneficial to the entire world. Some people peculated it wa omething to do with the reource dicuion ince it would take an etremely high amount of reource to keep thee formation activated until the Heaven Will Battle.

Thee people' peculation were correct. Formation One knew the Origin Rune Palace wa in a precariou ituation. A the founder of Array Dao in the Myriad Emperor World, they had a high tatu and repect. Unfortunately, it did not change the fact their ect only had 2 Great Emperor.

So, regarding reource allocation, he feared being treated a one of the top Emperor Lineage with five or more Emperor.
